Job Description

The Senior Office Engineer serves as the technical, contractual, and administrative hub of the project. This role is responsible for managing project planning, cost control, contract administration, and technical documentation. Acting as a critical link between the site execution team, the client, and the consultant, the Senior Office Engineer ensures that the project is delivered in strict compliance with the contract, within budget, and on schedule. As a senior team member, this role also involves mentoring junior engineering staff and providing strategic technical support to the Project Manager.

Duties and Responsibilities

  • Manage the day-to-day administration of the construction contract (e.g., FIDIC, local public procurement contracts).
  • Prepare, review, and negotiate contractual correspondence, including Notices of Delay, Extension of Time (EoT) claims, and Variation Orders (VOs).
  • Ensure all project activities comply with the contractual obligations, specifications, and legal requirements.
  • Manage the day-to-day administration of the construction contract (e.g., FIDIC, local public procurement contracts).
  • Prepare, review, and negotiate contractual correspondence, including Notices of Delay, Extension of Time (EoT) claims, and Variation Orders (VOs).
  • Ensure all project activities comply with the contractual obligations, specifications, and legal requirements.
  • Manage the project budget and cash flow forecasts.
    Prepare, verify, and submit Interim Payment Certificates (IPCs) and final accounts to the client/consultant.
  • Conduct material reconciliation (budgeted vs. actual consumption) and monitor labor/equipment productivity to control costs.
  • Evaluate and price variation orders and subcontractor bills.
  • Review and approve shop drawings, technical submittals, and material approvals before they are sent to the consultant.
  • Prepare and review complex Method Statements and Risk Assessments in collaboration with the Site Engineer.
  • Draft and manage Requests for Information (RFIs) to the design/consultant team to resolve technical ambiguities.
  • Supervise, mentor, and guide junior office engineers, planners, and quantity surveyors.
  • Coordinate closely with the Site Engineer to ensure field realities are accurately reflected in office planning and reporting.
  • Lead or participate in progress meetings with the client, consultants, and subcontractors.

Requirements

  • Education: Bachelor’s Degree (BSc) or Master’s Degree (MSc) in Civil Engineering from a recognized university. (Note: An MSc in Construction Management, Project Management, or Structural Engineering is highly preferred)
  • Experience: Minimum of 4 to 6 years of progressive experience in civil engineering and construction.
    At least 4 to 5 years of specific experience in an Office Engineer or Contract Administration role on large-scale projects
