Job Description
The Senior Supply Chain Officer is responsible for strategizing, directing, and overseeing the end-to-end supply chain operations for the company’s projects. This role ensures the seamless flow of materials, equipment, and services from suppliers to the project site, optimizing costs, mitigating risks, and ensuring strict adherence to project schedules. The Senior Supply Chain Officer supervises the procurement, logistics, and storekeeping teams, acting as a strategic partner to the Project Manager to ensure that supply chain capabilities fully support the engineering and construction objectives.
Duties and Responsibilities
- Collaborate with the Project Manager and Senior Office Engineer to develop comprehensive material delivery schedules aligned with the master construction program.
- Forecast material requirements and identify potential supply chain bottlenecks (e.g., global shortages, local forex constraints, transport delays) in advance.
- Develop and implement risk mitigation strategies, including identifying alternative suppliers, securing backup transport routes, and maintaining strategic buffer stocks for critical materials.
- Oversee the entire procurement lifecycle, from high-level tendering for major subcontractors and bulk material purchases to the issuance of routine POs.
- Lead high-stakes commercial negotiations for complex contracts, focusing on Total Cost of Ownership (TCO), favorable payment terms, and long-term supplier partnerships.
- Administer supplier contracts, ensuring compliance with terms, managing variations, and resolving major contractual disputes or claims.
- Manage the logistics and transportation strategy, selecting the most cost-effective and reliable freight forwarders, transporters, and shipping lines.
Oversee the importation of specialized equipment and materials, managing customs clearance processes, documentation (Letters of Credit, Bills of Lading), and compliance with Ethiopian Customs Commission regulations.
Optimize fleet management and site logistics, ensuring the safe and timely mobilization of heavy machinery and bulk materials to remote or congested project sites. - Provide strategic oversight to the Store Keepers and warehouse teams across multiple project sites or central yards.
- Establish and enforce standardized inventory control policies, including max/min stock levels, FIFO implementation, and regular audit schedules.
- Analyze inventory turnover rates and implement strategies to reduce dead stock, minimize material degradation, and prevent theft or shrinkage.
Requirements
- Education: Bachelor’s Degree (BA) in Supply Chain Management, Logistics, Purchasing and Supply, Economics, Business Management, or a closely related field.
- Experience: Minimum of 8 to 10 years of progressive experience in supply chain, procurement, or logistics.
At least 4 to 7 years in a senior or supervisory role, managing teams and overseeing complex, multi-disciplinary projects.
Highly Preferred: Extensive experience in the construction, engineering, or large-scale infrastructure sector
