Job Description

The Senior Human Resources Officer is responsible for providing comprehensive HR support to ensure effective implementation of HR policies, systems, and procedures across all Hamlin Fistula Ethiopia sites/Centers, including the Hamlin College of Midwifery and Desta Mender. The role contributes to maintaining a positive work environment, fostering employee development, and ensuring compliance with labor laws and organizational values. The senior HR Officer is also responsible for collecting, analyzing, and interpreting human resources data to support evidence-based decision-making within the organization. The role focuses on producing accurate HR reports, monitoring workforce metrics, and providing insights that improve HR planning, performance management, and organizational effectiveness

Duties and Responsibilities

  • With the end-to-end recruitment process, including job posting, shortlisting, interviewing, and reference checks.
  • With coordinating onboarding and induction process for new employees to ensure smooth integration.
  • With Maintaining accurate recruitment documentation and reports.
  • With maintaining up-to-date and confidential personnel records for all staff.
  • With Preparing HR-related letters, contracts, and other documentation in accordance with policies and labor laws.
  • With Ensuring HR data accuracy and timely updates in HR information systems,
  • Support with HR- Data and Payroll administration and Other HR activities as necessary.
  • Support the implementation and follow-up of performance management processes across departments.
  • Assist managers and staff in setting performance goals and conducting appraisals.
  • Track performance improvement plans and staff development needs.
  • Serve as a first point of contact for HR-related inquiries and staff concerns.
  • Support conflict resolution and disciplinary procedures in accordance with HR policies.
  • Promote a positive organizational culture aligned with Hamlin’s values of compassion, respect, and integrity.
  • Identify training needs in collaboration with supervisors and departments.
  • Support the coordination and documentation of training programs, workshops, and seminars.
  • Maintain records of staff development activities.
  • Support HR audits and contribute to organizational planning and budgeting processes.
  • Responsible for collecting, analyzing, and interpreting human resources data to support evidence-based decision-making within the organization.
  • Producing accurate HR reports, monitoring workforce metrics, and providing insights that improve HR planning, performance management, and organizational effectiveness.
  • Prepare regular and ad-hoc HR reports, including workforce statistics, turnover, and recruitment, training, and performance indicators.
  • Analyze HR trends to support management decisions on staffing, retention, and development strategies.
  • Ensure data accuracy, confidentiality, and compliance with HR policies and regulations.
  • Support HR audits, budgeting, and workforce planning activities.
  • Collaborate with HR team and IT teams to enhance HR information systems (HRIS) functionality and reporting efficiency.
  • Provide data-driven recommendations to improve HR processes and organizational performance.
  • Perform Other duties as assigned by the supervisor.

Requirement

  • Minimum of 5 years of relevant HR experience in the same position, preferably in NGO environment.
  • Strong organizational and multitasking abilities.
  • Ability to work independently and as part of a team.
  • Commitment to Hamlin Fistula Ethiopia’s mission and values of dignity, compassion, and excellence.
  • Strong analytical and data management skills.
  • Proficiency in MS Excel and HR information systems.
  • Attention to detail, accuracy in documentation, and ability to interpret data for decision-making.
  • Good communication and reporting skills in English.
  • Sound knowledge of Ethiopian labor laws and HR best practices.
  • Experience with HR information systems (HRIS) and Microsoft Office applications is advantageous
