Job Description
The Project Administration and Finance Head provides strategic leadership and executive oversight for all financial, administrative, human resources, and logistical operations within the project. This role ensures that the project is executed within the approved budget, complies with all corporate policies and national laws, and operates with maximum efficiency. Acting as the primary commercial and administrative advisor to the Project Director, this leader manages a diverse team of finance, HR, procurement, and admin professionals, ensuring seamless support for the technical and engineering teams on-site.
Duties and Responsibilities
- Direct the overall financial strategy of the project, overseeing the preparation of master budgets, cash flow forecasts, and financial feasibility studies.
- Supervise the Senior Accountant and finance team to ensure accurate, timely, and IFRS-compliant financial reporting to the Head Office, clients, and donors.
- Monitor project profitability, cost-to-complete forecasts, and variance analysis, presenting monthly financial dashboards to the Project Director and corporate management.
- Oversee project banking relationships, manage bank guarantees, letters of credit, and ensure optimal liquidity for daily operations.
- Oversee the entire project administrative function, including human resources, camp/site management, fleet management, security, and facility maintenance.
- Ensure full compliance with Ethiopian Labor Laws regarding recruitment, payroll, employee welfare, occupational health and safety (OHS) administration, and grievance handling.
- Manage the mobilization and demobilization of the project workforce, including the administration of remote site camps, catering, and transport logistics.
- Provide executive oversight to the Senior Supply Chain Officer and Procurement teams, ensuring that purchasing strategies align with the project budget and schedule.
- Act as a key member of the project’s internal review committee for evaluating major tenders, subcontractor bids, and high-value variation orders.
- Ensure that all project insurance policies (Contractor’s All Risk, third-party liability, vehicle insurance) are secured, maintained, and claims are processed efficiently.
Requirements
- Education: Master’s Degree (MA) or Bachelor’s Degree (BA) in Accounting, Finance, Economics, Business Management.
- Experience: Minimum of 10 to 12 years of progressive experience in finance, administration, or business management.
At least 6+ years of experience in a senior managerial or department head role, preferably within the construction, engineering.
